I'm not too sure about "what's the joke" or not but I do find it very hard to understand why there are sell orders listed at around 4c when we know the SP would drift well above that the if those sell orders where withdrawn.
Possibly just some day traders that don't really look at the bigger picture although there are some larger sell orders there as well!!
