The financial regulations are so stringent also....if you can not prove supportive capital or funding outside of sales distribution they won't even consider the application. A set up costs about $500k for warehouse with about 8 grow/flower rooms. You would probably need around $1 million for them to consider licensing for cultivation only, much more for research and product development.
