Why not outsource our mining and energy management to Indonesia
and sack our lot , lot, stock and barrel.

We would have to start with a general policy for guidance so why not adopt the Indonesian one. It works well for them.

Policy: That all new mining and energy enterprises including the extension of existing operations is granted a COW (contract of work) permit which:
-foreign entities must find a 15% local partner
-that over the first 10 years of operation that ownership will have to be divested
down to at least 49% with the balance of 51% being held by Australian
national(s).
-that any new owner of an existing Australian operation must first recieve
a COW.
- That all minerals and gas must recieve a primary processing within Australia
(EG: Iron Ore at least pelletised and CSG converted to LNG etc.)

Hold on you might say, but this will destroy foreign investment in Australia.
Na mate, Indonesia has had it for the past 6 years and they're going gangbusters
