Suggest, to restore some confidence in VCR:
All senior management take a significant cut in salary and benefits and cap all salaries and benefits to a max of $100,000 - this would save few $M over 12 months.
Senior management cancel all bonus shares and options and no further bonuses be put forward until the coy is making money.
All activity outside the US (a recognized cash-cow) be curtailed and focus placed on completing US trials and getting FDA approval.
Cut management numbers, not operational staff.
