    I think you have missed a very critical fact.

    CAZ is the current lease holder of Shovelanna.

    RIO is challenging to win back this lease.

    The fact that it is taking longer then expected means that RIO is having trouble regaining the lease.

    Wow isn't it amazing when you look at it in a different perspective!
