one thing however is in the Minister's favour. If RIO was to get upset by an adverse decision, it couldn't just pick up its mines and walk off with them now could it?

and if RIO did do something silly and not develop something there'd be plenty of others who'd jump in and pick up their assets. So I'm not sure that RIO could actually do very much if it didn't like the decision.... so on the basis that RIO's response wouldn't amount to much, maybe CAZ has a bit more of a chance than if they were up against say, a big manufacturing giant who could take their business elsewhere. RIO can't.
