Both Her-Vaxx and PD!-Vaxx work if the immune system is able to produce the anti bodies. Therefore some patients being stable or progressing doesn't automatically mean the vaxx did not work. The Her-Vaxx and PD1-Vaxx clearly showed that in patients with an intact immune system the vaxx work, reducing the cancer down to zero.
