they are desperately propping the numbers, in taking the desperate, hungry and confused people( settlers) from the no hope regions, even rabbis are complaining about the quality and Arik Sharon is complaining about the slowness of the conversion, you know they have to be "kosher" before being admited...
not to mention imposing the law or expectation that even if you don't leave there (in Zion) permanently, you should serve in the IDF (Israeli Defence Force, Defence word is questionable thou) and do your contribution to the settlement cause
