The last paragraph is also interesting. They are "considering whether there are any options available".

Now one would think, their main option is to continue with the project, and make sure it is finished on time and on budget. This is what their other statements imply.

But "there is no guarantee that any viable option will be forthcoming". Does this mean, the business-as-usual option is not viable ?
