If the USA avoids the costs of fighting global warming, it will gain, or may be perceived to gain, a competitive economic advantage over China and the rest of the Paris agreement signatories. China or others may decide not to accept that. In response, they could scale back their commitments to fight global warming too, which may or may not include support for WHP technology implementation. A trickle of such defaulters could become a flood. Alternatively, China or the others could decide to do nothing, or indeed take some other action entirely.

I have no idea of how these complex decisions will play out. It wouldn't surprise me if Sinopec and other players delay making commitments pending greater clarity of the situation. They will be aware that instability is also possible from other Trump USA initiatives, such as potential trade wars, aggressive posturing, and so on.

We'll have to wait and see.
