well here's some more sleuthing for you and potentially another reason for the delay in offtake agreements.

the first thing it reveals is that there was a lot of back and forward over the space of approx. 9 months before it was approved in Oct 23
secondly the document only talks about a thermal phosphoric acid off take partner in Malaysia. a quick google search reveals the only yellow phosphate producer in Malaysia , Cahya Mata Sarawak Berhad and that they were having issues with power supply in mid 23.
interestingly in may 23 the company went from talking about one off take partner to multiple so it appears something has happened here
