You have no idea about processing. All processes have waste or downgrades or reprocessing. The project scope has nothing to do with the process design other than it is sized to deliver the scope specifications. It may very well not be but it may be. That's why best to ask the company.
PA is a process guy my bet he built in capacity like all experienced process guys would.
