It's more like the regulatory infrastructure to get mining projects going in the way they've been talking about, with clarity and transparency and with regard to environmental, social and economic sustainability. It's a platform for the various bureaucracies to collect information and co-ordinate new mining activities and could well portend action on their part. It might have been a/the reason for the delay.
