There are more details regarding RIO's recent 3ktpa approval that are either not known or not mentioned here. From what I understand, there is a difference in approvals for what is deemed pilot process and a commercial process. The 3ktpa RIO plant was labelled as a pilot attracting less stringent approval requirements as compared to AGY's 10 ktpa commercial plant. I believe this is where the difficulties and the delays lie. It doesn't help that the Salta govt is woefully under staffed with lowly paid in-experienced and I expect un-qualified workers that struggle to understand the technicalities of hydrogeology and associated water table influences within the salar.
