Ps. Anyone claiming that a company like this could simply NOT provide guidance on their expectation of timing for something like receipt of permits is….. deluded.

They have to estimate this, based on whatever relevant information they have at the time, in order to present a timeline of development to the market.

Do they KNOW for sure how long permits will take? NO, and they never claimed to.
Investors need to DTOR, understand the basis, the associated risks and uncertainty, and factor this into their OWN expectations management.  

It’s so easy with hindsight to complain about things like this -  why not identify how and why guidance is “obviously wrong” at the time, if it indeed so obviously is..??!  
Do you think the Puna team isn’t frustrated as $&@£ with the repeated “delays” after all their engagement with the govt on these submissions and review..?
Anonymous internet forum posters carrying on as though the company is “lying” about things like this…. Yeah lol.

Something to the effect of
“Permits will take as long as they take and so will design, planning, construction and commissioning”
might be technically “true”, but it is certainly NOT a position that the market will accept… Not from ANY company.  
DYOR and get better at incorporating uncertainty. If it were so easy everyone would be rich already.
