The Government factors into just one part of their deliverables... there are plenty of other things they could be doing which are well overdue from the company themselves. I think people have cottoned on that this is the norm.
But yes, for the approvals only, next week will be one month on from the apparent "vital milestone of the designated final regulatory task" being the public hearing. We'll see in due course whether this was another string along.
