I don't see Africa as a threat. When demand doubles Africa output increase by 4%. Besides their product ranges from low grade dso to 3% spod at best.
The fact China has over 80% refining and almost all battery manufacturing is the problem. Sponsored heavily by the state.
Only a demand shock can fix this I cant see western or other governments prepared to do anything. They dont seem to want to underpin refining or cell manufacturing. China controls the price to make it non viable.
