Obviously, the picture is incomplete. Any supply forecast is only meaningful if the underlying price curve is also provided. I assume the supply forecast is at "ceteris paribus" (ie, current spot price).
In other words, at today's price, 1.56m tonnes will be produced. Any demand above that will inevitably mean spot rises.
