I have had two stints with federal government departments, that lasted a total of ten years. The one thing that I learnt in that time, is that the majority of bureaucrats would rather go with the flow and make a mistake than stick their neck out and make a decision.
After sitting and watching what has happened in Victoria and seeing it repeat itself in South Australia just astounds me.
