    first ------ I think in any system of people where decisions are made in discussion - there will be groups form, no matter what the system - chiefdoms, kingdoms, communism, democracy - anything


    second - if we had such a massive change in system to sortition

    I'm not even certain that I'd have 2 houses

    Many places have very different systems - France has Parliament - and Government - 2 very different things,
    on top of that lot is the President - who has such power that it's described as having a King (with power)

    then, there's the Council of nine ---------------- the Constitutional Council

    that sits over new laws and such to make sure they are constitutional - they are not elected, they are selected.

    I'm not locked in - set in cement on many things that I'd like to see

    but, I do think that government by location is a good idea - I'd like to be rid of federation and the states - and if we can ditch the election system totally AND ban lobbying -

    then, I think we'd have the bones of a better system - naturally there'd be a lot of details
