Cornelia Rau was not all one way "bag guy government" vs innocent victim Cornelia.
I'm still trying to understand how one was supposed to handle an Australian resident (not a citizen) who pretends to be a recent arrival from Germany, refuses to speak English or identify herself, is clearly at risk in the community, is probably mentally ill, has not been placed on any missing persons list by her family, and who is a complete mystery to the authorities who originally detained her at state level(Queensland) and eventually at federal immigration level.
One way in the end, of course, is to pay her $2m plus her legal costs and thus look after her for the rest of her life in a manner to which she will no doubt become accustomed.
