You are spot on Kincella. It was all started by the totally misnamed 'World's Greatest Treasurer', but, at least, he got this part right.
If people want to come to OZ there is only ONE message:
Come through the proper channels and don't try to manipulate/corrupt our immigration policy by :
- throwing away your passport; and
- claiming some imaginary 'persecution'.
