Some of what you are suggesting might be in stimulus package three boffin. They are the sorts of things that take a very long time to set up and get going and right now the most important thing is short to medium term stimulus. By that I mean months not years as most of your suggestions would take to plan and implement.
Just on the subject of hospitals, the infrastructure is generally not too bad but is not being fully utilised due to staff shortages. Some hospitals have empty wards. Dave R.
