The first answer was stated as not from Tony Abbott. It was from an office staffer who probably just replied with the standard press release waffle. I presume that as Leader of the Opposition, Abbott has many other things to worry about than issues that are not within his shadow ministerial responsibility
The second answer seems as if Malcomn Turnbull might have actually wrote it himself. He is after all the responsible shadow minister. I would have perhaps liked him to outline the alternatives that are being considered, but I can understand that he would not want to make more detailed plans a target for attack by the government.
