Connecting fiber to the premises (sounds good), would and did, cause no end of cost blow outs and delays.
You just cant dig up private property and expect for the owner to be happy.
"That's where our beloved dog is buried, that area has my special plants, I just put new lawn irrigation in there" etc etc.
The sensible initial deal should have been - we provide the trunk infrastructure - you connect to it (eg - Fiber to the curb)
Just like your driveway connects to the road along with your water, your sewerage, your telephone, your electricity, your telephone - all at the property owners expense.
