Too little too late. Gaddafi looks to have retained the support of most of the military and it's pretty much all over. Only open intervention would change the situation a la Bosnia but I don't think there's that much chance of that. I think it's likely that Gaddafi will remain in power adn if he wasn't funding terrorism before he may well start.
