The ministry is required to renew them by the order of the highest court in the country so renewal will happen. They can make things problematic by delaying the process but at this stage there is no gain either to Malakia or ministry by delaying as court case is closed and his appeal rejected. If there are delays my guess is they will be just due to the inherent workings and procedure within ministry rather than deliberate obstruction.
