    THERMAL AND LEACHING TRANSFER OF PROCESS OVERSEAS AND PDF CONSTRUCTION BETWEEN LYNAS OPERATING LICENSE TERMS

    PUTRAJAYA, 15 AUGUST 2019: As a result of the public statement made by the Prime Minister and the Cabinet decision, the Atomic Energy Licensing Board (LPTA) has renewing the operating licence of Lynas Malaysia Sdn BHD (Lynas) for SIX months.
    Among the conditions set out are:
    (i) Lynas shall submit planning for the construction of the thermal and Leaching facilities overseas for the purpose of transferring the process which is now conducted at Gebeng Kuantan, leaving from Malaysia. Thermal and Leaching facilities abroad shall be constructed and commenced operations within 4 years from the valid date of license. After the facilities "thermal and Leaching" began operations overseas, licensee will no longer be allowed to produce radioactive residue exceeding 1 Becquerel per gram at Gebeng, Kuantan.

    (ii) The Lynas shall:
    (a) Identify specific sites for the construction of permanent disposal facilities (Permanent Disposal Facility, PDF) and shall submit a written permission from the state Government for the use of such sites as PDF. Licensee must also submit a complete PDF construction planning plan and sufficient financing plan to cater for the entire construction and PDF operations; Or
    b) Furnish official authorization in writing from the authority of any country to bring out residue Water Leach Purification (WLP) to that country;
    (iii) Lynas shall terminate all research and development activities (Research and Development, R&D) relating to the re-use of the radioactive residue of WLP as Condisoil in the field of agriculture and shall produce 0.5 percent (%) Of gross sales each year which is fixed for R&D's prior efforts to the Malaysian government as an additional collateral until the facility of "Thermal and Leaching" outside the country began its operation.
    These conditions are decided after the Australian federal Government and Western Australian state Government inform Malaysia that it will not receive the repatriation of the radioactive residue WLP Lynas.
    These conditions are also based on the recommendation made by the Executive Committee of the Operations evaluation Lynas Advanced Materials Plant in its report in November 2018.

    The construction of PDF needs to be synchronized to minimize the risk of an UNFLP radioactivity heap which is now accumulated over 580,000 tonnes at temporary storage facilities (the residue storage facility, RSF) exposed to natural disasters threats such as huge floods.
    The LPTA will monitor closely and ensure the construction and operation of PDF according to international standards.
