While they are at it, they could too peg all on the 'spot' related fines (so say vehicle related fines) to a means test and I wouldn't complain if the 'unit' used in legislation $110 is it?? was also pegged to a means test...why rote punish some x5 compared to another for no different an indiscretion etc? I don't get it.
