What is racist is to pretend a problem doesn`t exist and just to hide it.
This just stokes further tensions.
Similarly bringing in racial groups quickly in large numbers like islamic groups who have no cultural similarities to the host country nor any loyalty but to Mohamed is a recipe for disaster as France has shown.

It's racist to imply that they have high crime rate because they are Sudanese.

If there is crime, there is a reason for the crime. Work on the reasons for the crime, rather than going "it's because they are Sudanese".
