The problem is, and has been for many years, that there's just no competitive tension for this project.
Once it became China or nothing, the Chinese never had any impetus to move on the project.
All they needed to do (and have done) is wait for SDL to wither on the vine, then swoop in when the permits are re-issued.
IMO there can't be long left now. The Cameroonians won't look like the bad guys anymore when they remove the permits from SDL, they have waited long enough to be able to say "hey, we gave them all the time we could."
