I couldn't agree on your judgement that coal mining is no longer possible.
If you read the announcement carefully, you would find the following comment which I quote from the announcement:
"The scoping study and an initial review of site access requirements noted the major areas of further work required to be:
......
Capital costs for bulk coal transportation and development options."
So, it's quite clear that coal mining is on the card. Otherwise what "bulk coal transportation" is about? And in fact, it's one of the major further areas in the scoping study. They don't study this option for no reason!
