IMO its just a pullback after a strong run as its being played with. If someone was dumping due to changes in the new budget then it would of been pumped and then dumped harder or just dumped fast.
The buy and sell depth has fake bids all over it. with large orders getting moved around like a bunch of 4 year olds doing the hokey pokey.
