Graffa's personalised news is dependant on Google as it has been delayed and so has all other personalised news events.
I don't know why it can't be switched on anyway for others to use but it requires meta tagged feeds from News publishers from all over the world eventually.
So with this in mind it appears that Google has a hold on Linius in some form and to get that it must be big.
It might be that the publishers don't want to pay for Linius LVS meta tagging unless the market is big enough.
I think we just have to be patient.
