yes, the LUMACOM sign might only cost 1 or 2 million to put up, but not the present sign that is already on the building - or on the side of the building. somebody posted a link some time ago, about this sign (i think it was that sign) - and that cost about (i think) US$35m to put up (about $50m aus).
anyway, as far as the downrampers are concerned, lumacom, through its joint venture partner, has signed up (probably subject to the normal escape clauses) the space on top 4 times square, and i have no doubt they are negotiating with big companies, to advertise on the sign, and no doubt (and just a guess of mine) they are talking advertising which will be worth close to $10m australian per annum
