Premier Denis Napthine inspected the section of the Great Ocean Road outside Warrnambool Cheese and Butter's processing plant this morning.
The road upgrade was first flagged during ahead of the September federal election when then opposition leader Tony Abbott visited Anglesea to pledge $25 million in federal funding.
The state government will match the federal contribution.
