The VA used the funds provided by CHEL to pay off GXY's debt during DOCA proposals (I don't think GXY wanted to let go of the debt, so in a sense the VA "sold the debt to CHEL"). The VA seem to have a lot of power back then and now they (Korda) want another go at it. Hopefully the DA is acting "in best interests of the company" with this Implementation Agreement as others have mentioned.
