There is just no liquidity in shares available for ACE right now. Few buyers, a couple of sellers for only a few thousand shares.
Relatively normal for microcap stocks in bear markets yes, but I feel like ACE is severely undermarketed to the public. If ACE ever hopes to reach new highs, I think they need to improve their public profile.
