The PCT was filed within 12 months of the initial application date as well as they would have claimed a priority date of Feb 9th, 2016 (Initial application date).
You can also apply to restore a lapsed patent if doing a "relevant act". Would assume a PCT application would come under the "relevant act" definition in the PATENTS ACT and when it reaches the designated patent offices or a new application will be made upon entering the national phase in Australia.
As to why you cant see/search the patent application online, that's because it's not published yet. Publication on a PCT occurs around 18 months after the the initial application date, so sometime after August 9th we might be able to view the application.
