Unless they have way way too much money and they intend to just burn up 750m for the sake of it...they are demonstrating that they (who know the market better than anyone) are willing to spend the $750m  and the time and risk (they might have experience but no 750m mine project rollout goes smoothly) on the expectation that the market for Li is what?????

............well that doesn't take an expert to figure out. Clearly Rockwood have told us where the market is heading .
