Definitely! This will be a market disrupt-er. You listed countries like our Mali with perhaps little in the way of traditional grid infrastructure - copper wire. However, I do also believe over time that 'mini grids' will become a lot more common for reasons you have listed above, in more developed countries like Australia and NZ.
As solar becomes more sustainable, mini grids of one to say twenty houses/buildings, will be a lot more viable if for example they are 100's of KM's away from a traditional grid connection - with a copper wire connection over that said distance , to cost prohibitive.
There are Pacific Island countries with new mini grids - now. And a larger NZ electricity company is using Li batteries within its operations.
