You're probably right - only the slightest difference between the two:
One is running on government mandate fueled need to switch fuel sources bringing the greatest change since the industrial revolution
versus
the other one that was setup as predatory industry without regulation focused on attracting those to debt that could ill afford it
pretty close I guess - nothing to substantiate any of the rises for either
