The way I read it is the risk of finding a customer to sell the DSO to, is worn by AGO.
PLS will get a fixed amount per tonne with some adjustments.
I've tried looking into changes in DSO pricing but couldn't find any.
If the above quote is true, then AGO could potentially realise a margin of US 75 approx per tonne or US 7.5m per month for 100k DSO (just under AUD 10m per month) in addition to management fees for the processing and handling of the DSO.
I suspect AGO should be making an Ann for an off take partner in due course.
Anyway we will soon find out.
