Your manipulation of present and past tense for events and people is a good starting point:

1. Where you say “previously” the company states, civil works with these former artisanal workers are now labourers in civil works, is an “ongoing”

1. Where the company changes the status from illegal artisanal workers to labourers engaged in civil works, you keep ‘artisanal miner’ as a semantic as still active status and onsite at Manono.

Both these claims 1. & 2. of yours are false and therefore should be self-moderated.
