Spodumene plants are usually little more than crushing plants. EMH's will be two plants at least, one for the tin/tungsten, the other hydromet or pyro/hydro with special materials of construction.
If you think that they can build that in 12 months, that's delusional. I doubt they could design it in 9 months. And they'll need to do detailed design for the DFS, so the DFS will likely be 18 months.
