Summary of this report as follows:

UNEP commissioned this report on tailings regulations to be used as guidance by regulatory jurisdictions in the development of their own tailings regulation regime.

A number of regulatory jurisdictions in different parts of the world were considered to be leaders in the field of tailings management and to have "successful" egulatory regimes. The approach adopted in this investigation was to contact these jurisdictions and determine the essential elements in tailings legislation system in their regulatory approach. Questionnaire and direct contact were used.

The review of tailings regulation in seven jurisdictions shows that these jurisdictions have developed remarkably uniform requirements, even though they appear to have developed them to suit very different
social, legal and physical situations. These regulations appear to have been developed to address two major issues, reducing the potential for acute accidents and reducing the potential for chronic groundwater pollution. Adopting the main principles of these "successful" regulators could enable other governments to formulate strong regulation.
