I downloaded the latest document anyways then used an online site (Easy to find them) to translate the document from Chinese to English it also gives you the option of downloading the translated document. Hopefully that's enough to get you on your way. I have also attached the before and after of the original document to give you an idea but there could be better translators out there but I'm quite busy but wanted to give you a start.
