Yes that is right. Not many locations left. Ok when you gambling a few $100m but when investments are in the many billions for decades to come, you don't want to hang you hat on a call from some greeny president, military or corrupt regime. Tier 1 means tick all the boxes, not just one that of the size or quality of a given resource.
