The agreements are only for the first 5 years of production, and for a total of 450,000 tonnes SC6 per year. From year 6 and/or over those annual tonnes, the product is available to any customer.
Germany has not lithium conversion capacity now, so they could be securing raw material in the mid term. Or they want conversion to be made in Australia, who knows.
