I'm going to take a wild stab in the dark and speculate that all businesses (maybe government too?), keeping everybody informed would solve a whole bunch of resentment issues. Those issues it would and could not solve would probably bring the company (government?), down anyway and keeping hush just delays the inevitable.

I'd rather be told "we stuffed up, but we're trying to fix it", than "Weather is here, wish you were beautiful "- from RIO or some other tropical haven without an extradition treaty ! (SBF type deal)
